An East Lansing man that caused a deadly crash on US-23 earlier this year is competent to stand trial despite a history of mental illness. Michael Ronald Kelly, 21, will face trial on counts of second-degree murder, operating a motor vehicle causing death, manslaughter with a motor vehicle and operating in the presence of a controlled substance, court records show. He was arrested May 14 after the Michigan State Police completed their investigation into the March 12 crash that killed 25-year-old Brandon Rapp of Algonac in Pittsfield Township. Authorities said he was southbound on US-23 near the Michigan Avenue interchange when his Dodge SUV crossed the median and ran into oncoming traffic shortly after 4 p.m. Kelly's vehicle struck two other vehicles, including Rapp's Chrysler Le Baron, which went airborne.
