| County Jail Shows Troubling Suicide Trend |

For the second time in a year and a half, the Minnesota Department of Corrections (DOC) has found that Ramsey County jail staff violated state rules governing how often inmates need to be checked on. The latest incident pertains to the Aug. 20 suicide of Patrick McHugh, 55, who was accused of killing three family members in July at a house he shared with his mother in Highland Park. McHugh was found unresponsive in his cell about 5 p.m. He had been taken off suicide watch on July 27, and had apparently died of self-strangulation. Jail staff violated Minnesota Rule 2911.5700, subparagraph 2, by waiting longer than 30 minutes between checks on inmates, Greg Croucher, DOC senior detention facility inspector, wrote in a Nov. 15 letter to Ramsey County Undersheriff Ryan O'Neill.
