| Inmate Suicide Prompts Jail Modifications |

The Ramsey County Jail is getting a $125,000 upgrade to its security camera system, the jail's superintendent said in the wake of a state review that cited the jail's lack of diligence in monitoring an inmate who killed himself. Patrick McHugh, 55, strangled himself Aug. 20 in his cell at the jail. He was accused of fatally shooting his sister, brother-in-law and niece July 16 in a family home in St. Paul's Highland Park neighborhood. Jailers failed to check on McHugh every 30 minutes — as required for all jail inmates under state rules — according to the review by a state Department of Corrections inspector. Undersheriff Ryan O'Neill, superintendent of the jail, said the sheriff's office was conducting an internal investigation into the death. "In this instance, the deceased inmate's cell had a recorded check of 37 minutes," O'Neill said in a written statement. But, he added, "a correctional officer had been in the unit securing windows and an observation of the pod was done during that 37-minute time frame." Read More. |
