A Delaware man serving a 14-year prison sentence for a 1999 beating that left two men hospitalized will be freed by the end of the year after he was granted clemency by Gov. Ted Strickland. Bradley Tapp, 46, was among 39 pardons and commutations announced by Strickland on Tuesday. Tapp, who has been incarcerated since March 2000, is now scheduled to leave prison on Dec. 10, 2010, which gives the Ohio Department of Corrections time to process his release. Strickland’s decision which coincided with a unanimous recommendation from the Ohio Parole Board, was welcome news to the judge who sentenced Tapp. “I think he should have been released some years ago,” now-retired Common Pleas Judge Henry J. Shaw, Jr. said in a phone interview Tuesday evening. “For Pete’s sake, yes, and I stand by what I said,” referring to a 2005 affidavit filed with the Ohio Parole Board supporting Tapp’s early release.
