Early Release Program Frees Impaired Driver

Pewaukee--A man accused of seriously injury a jogger while driving high on heroin would have been in prison if not for an early release program.

Thomas Brinkman is charged with the crime. Authorities say he had taken heroin before driving erratically and hitting 44 year old Greg Phelps.

Phelps in at Froedtert Hospital suffering from serious head injuries and broken bones.

Brinkman was convicted in 2009 as part of a large heroin ring that centered in Pewaukee. He was sentenced to 3 years and 6 months in prison.
