JACKSON TWP. - For decades, armed officers stood watch round-the-clock at seven security posts along the perimeter of State Correctional Institution at Dallas to guard against an uprising or escape. That layer of protection ended Tuesday. To the surprise and worry of guards, neighbors and community leaders, constant staffing was eliminated from all but one guard tower at the prison's sprawling rural location in Jackson Township. Other towers will be manned during limited periods, such as when inmates have yard time, prison officials said.
