UNDATED (WTVB) - Inmates at the State Prison Complex in Coldwater and at other Michigan Department of Corrections facilities have some constitutional rights you don’t enjoy. They’re the only group of people in the state with a constitutional right to health care and that's a big drain on the D-O-C budget. The Eighth Amendment of the U.S. Constitution prohibits cruel and unusual punishment so when prisoners contract serious medical problems, the bill can get expensive, according to Corrections Director Patricicia Caruso. She says you have to keep in mind that seventy-five percent of the people in the system had some substance abuse and a lot of them didn’t receive health care on a regular basis before they they came into prison.
