Indiana is trying to control its growing prison population by keeping nonviolent offenders out of the state Department of Corrections. Proposed reforms that would help do that could save the state more than $1 billion in prison-related expenses, but they will require multiple changes to the law. Some of the most significant reforms would give judges the opportunity to impose lighter sentences for property and drug crimes. Counties also could receive financial incentives for strengthening programs that keep those who commit low-level felonies out of the state correctional system. Read More. |
