State No Longer Closing Juvenile Center

MANITOWOC — Manitowoc County Executive Bob Ziegelbauer told the county's Personnel Committee in September his proposed 2011 budget would include laying off 30 employees and closing the Juvenile Detention Center if the county couldn't achieve a 2 percent reduction in personnel costs.

Ziegelbauer said closing the JDC would save the county about $350,000. The facility has the equivalent of 6.35 full-time positions. He said he wasn't proposing the closure but it was one of the "difficult choices" that would have to be made if the unions representing county employees didn't agree to concessions that would result in his desired 2 percent reduction. He presented to the county's six bargaining units five options for reducing personnel costs.

The story and its ensuing developments were named the No. 10 story of 2010 in Manitowoc County, as deemed by the Herald Times Reporter news staff.

In a news release in early October, Ziegelbauer said eliminating positions was the "last thing" he wanted. Referring to the unions not agreeing to concessions, he said the layoffs were "avoidable and unnecessary."
