FORMER FAMILY Court Judge Bill Byars worked nothing short of a miracle in transforming the Department of Juvenile Justice from a poorly managed warehouse for young criminals into a place where juveniles get every opportunity to make amends for their mistakes and learn new behaviors and skills before returning to their communities. In selecting Judge Byars to serve as director of the Department of Corrections, Gov.-elect Nikki Haley is betting on him to pull off yet another miracle in the adult prisons system. And chances are that the effective system Mr. Byars put in place at DJJ will remain intact; Gov.-elect Haley named Margaret Barber, Mr. Byars’ chief of staff, to replace him. The excellent choice of Mr. Byars, coupled with other choices such as BMW’s Bobby Hitt as Commerce secretary and former House speaker and ambassador David Wilkins to chair her transition team, is an encouraging sign that Ms. Haley aims to build a solid team to help her govern.
