It took a retired brigadier general in the U.S. Army Reserves to whip Alabama’s prison system into shape. But Richard Allen, commissioner of the Alabama Department of Corrections, is stepping down later this month. Behind he will leave a prison system that is much improved from when he inherited it nearly five years ago — but one still facing sizeable obstacles. Alabama has seen what an ill-operated prison system looks like. It can’t afford to return there. Today, largely thanks to Allen and his leadership, the state’s prisons have shed some of the profound problems from which they had historically suffered. Though he had no background in prison administration, this retired Army Reserves officer and deputy state attorney general systematically put into place a series of reforms that altered the state’s prison landscape.
