Pennsylvania Corrections Secretary Jeffrey A. Beard, Ph.D. last week announced that William S. Stickman III has been named deputy secretary for the Western Region at the Department of Corrections headquarters in Camp Hill. Stickman replaces 35-year corrections veteran Kenneth D. Kyler, who retired earlier this month. As deputy secretary for the Western Region, Stickman is responsible for overseeing the operation of 12 state prisons. Stickman began his corrections career as a corrections officer 1 at SCI Pittsburgh in August 1978. While there, he also served as sergeant, lieutenant, shift lieutenant, security lieutenant, intelligence captain, shift commander, major of the guard and deputy superintendent for facility management. Following an institution-wide search of SCI Graterford in October 1995, Stickman was assigned intelligence captain there until April 1996. While on special assignment at Graterford, he was charged with evaluating and assessing the institution's entire security operation, its security office and coordinating necessary changes. In March 2002, he was promoted to superintendent at SCI Greene (Greene County). He returned to SCI Pittsburgh as superintendent in July 2003, where he was charged with downsizing the centuries-old prison and preparing it for mothballing. In addition to serving as superintendent at SCI Pittsburgh, Stickman also served as supervising superintendent for the Western Region, working directly with the deputy secretary for the Western Region to evaluate and manage 12 state corrections facilities in the western part of Pennsylvania. Stickman, a native of Pittsburgh and graduate of St. Mary of the Mount High School, is currently attending Allegheny County Community College. He also is a member of the Pennsylvania Prison Wardens Association and the American Correctional Association. Stickman is a member of the Advisory Board on the Criminal Justice System at Allegheny County Community College. |
