Early Release Program Needs Improvments

Oregon's "earned time" early-release program for state prison inmates saved an estimated $25 million in the 2009 fiscal year, according to a new audit by the Secretary of State.

Auditors determined that the Department of Corrections complied with state rules and statutes in administering the program.

But they also called for improvements.

The earned-time program "operates within a complex set of sentencing practices, and the Department has done a commendable job with its administration," said Secretary of State Kate Brown. "However, we felt there were ways the department could improve its operations."

The audit called, in part, for the DOC to clarify earned-time rules, policies and guidance. It also called for the prison agency to review its procedures for assigning inmates to rehabilitation programs and for disciplining them for rules violations in the four months before release.

Corrections Director Max Williams said in a Dec. 27 letter to Brown that the agency agreed with most of the audit findings.
