TAMPA - When police pulled up to the panhandlers standing near Busch Gardens last month, a couple things immediately signaled that this wasn't your normal group of street beggars. For starters, one of the men was wearing an ankle monitoring bracelet, the kind given to people on house arrest. Then there was the man using a whistle to choreograph the panhandlers as they darted between cars at Busch Boulevard and 40th Street. There was another difference as well: The men, even the sex offenders, had been sent to panhandle at the intersection by the same facility where judges routinely send homeless men to get them off the street. The man with the ankle bracelet was Arthur Passeri, a registered sex offender convicted in 2009 of having child pornography on his computer. Read More. |
