Parolee Makes Mistakes, DOC Apologies

Indianapolis — What was 60-year-old Thomas Hardy doing free? That's a question many are asking following the ambush shooting of Officer David Moore. The Department of Corrections admits his parole agent messed up.

"Mistakes were made no question about it," DOC's Doug Garrison said.

And what of Hardy's record was overlooked?

"It was another theft," Garrison said.

It's actually two thefts that happened two days in a row on November 18 and 19th, 2010. Both were caught on surveillance cameras at the Glendale Mall Target.

Hardy used the same M.O. putting expensive TVs in his shopping cart and rolling out the entrance to his car. On November 19, he got caught by security guards and was arrested. That arrest is a key factor since it was a parole violation that should have been caught by the Department of Corrections parole agent assigned to keep tabs on Hardy. The violation may have landed Hardy back in jail but instead he was out on the streets. That's when police said he shot IMPD Officer David Moore.
