In 2008 Gov. Ed Rendell signed into law a package of prison reforms, including one measure that bars certain inmates from serving their sentences in county jails. That provision is set to go into effect in fall 2011. But what that could actually mean for some of Pennsylvania’s county jails — at least in the short term — is not fewer, but more, prisoners inside their walls. Doing time ... somewhere Until now, Pennsylvania courts have had the option to sentence offenders to serve two to five years in their local county jails, rather than sending them to state facilities. The reform, on its face, does away with that practice. But it does provide a loophole to allow courts to continue keeping their convicts in county jail, as long as the district attorney agrees and the administrator of the jail can certify that it has the space.
