SALEM, Ore. - Oregon Governor John Kitzhaber will unveil his proposed budget balancing plan Tuesday. It's expected to include ideas on how to bridge a $3.5 billion shortfall. One state agency has an idea to save some cash, and it's the subject of a hearing Tuesday morning. Oregon prisoners like to sue their captors. The Department of Corrections says at any given time there are more than a dozen small claims suits pending against the state over lost or damaged property. It isn't that the state is paying out a lot in cash. But the legal costs of defending itself are adding up. A proposal under consideration aims to make those lawsuits less common.
