OR Inmate Lawsuits A Problem

SALEM, Ore. - Oregon Governor John Kitzhaber will unveil his proposed budget balancing plan Tuesday. It's expected to include ideas on how to bridge a $3.5 billion shortfall. One state agency has an idea to save some cash, and it's the subject of a hearing Tuesday morning.

Oregon prisoners like to sue their captors. The Department of Corrections says at any given time there are more than a dozen small claims suits pending against the state over lost or damaged property.

It isn't that the state is paying out a lot in cash. But the legal costs of defending itself are adding up. A proposal under consideration aims to make those lawsuits less common.

It would require inmates to exhaust all their administrative options before they can sue, says Department of Corrections spokeswoman Jennifer Black.
