WEST HANOVER TWP. – In Dauphin County’s rural West Hanover Township, a work-release facility has blended into the fabric of the community. Keystone Correctional Services Inc. is a privately owned, for-profit community corrections facility contracted by the Pennsylvania Department of Corrections. On the Keystone website, the facility states that its mission toward its residents is “to help you turn around your life and become a productive member of society.” Terry Davis is the president and chief operating officer.
