| SC Frustrated With Easy Treatment Of Prisons |

The frustration in Willie B. Owens' voice was unmistakable. "Crime in general has got out of hand. I'm in favor of bringing the chain gang back," the Orangeburg County councilman said Monday. "Put them in jail. Work the hell out of them." Owens' statements struck a chord with local elected officials and citizens weary of criminals many feel are coddled. The question remains whether chain gangs are an option. The section of state law regarding transfer of convicts to a county chain gang was repealed by the South Carolina Legislature last year. County detention centers have work release programs for inmates, but they must volunteer in order to participate.
