PA Searches For Balance With Jail Budget

As a new governor and a new Legislature begin to crunch budget numbers, the $1.87 billion budget for corrections appears to be an easy target. Cost-cutting measures should never outweigh public safety. And yet recent initiatives to decrease the number of inmates in our prisons have centered on early parole, reducing minimum mandatory sentences and moving violent offenders into unsecure community jails.

As we move forward, debate must start with a clear understanding of who is populating our prisons and recognizing the success Pennsylvania has already had in reducing corrections costs while lowering the recidivism rates of previously incarcerated offenders.

The vast majority of those serving lengthy sentences have earned their time behind bars — as violent criminals or criminals who have failed to seize the multiple opportunities of alternative sentencing, specialty courts and other diversionary programs. The reality is that sometimes criminals give law-abiding society no choice but to incarcerate them to ensure public safety.

    Hamilton is a sports lover, a demon at croquet, where his favorite team was the Dallas Fancypants. He worked as a general haberdasher for 30 years, but was forced to give up the career he loved due to his keen attention to detail.
