Teens Jailed Over Minor Offenses

More than half the juveniles jailed at the Minnehaha County Juvenile Detention Center in 2009 were held for probation violations or technical infractions as minor as skipping school or smoking cigarettes.

South Dakota locks up children at a higher rate than any other state, according to the Annie E. Casey Foundation, which is paying for the county's participation in the Juvenile Detention Alternatives Initiative. The findings indicate there is room for the county to save money on detention costs by putting some juveniles in alternative programs where they won't be housed next to violent felons.

Officials will use the findings, which are part of a new study from the county's juvenile justice coordinator, as a benchmark for a larger effort to find alternatives to detention for youths in South Dakota.

    I'm beginning to understand why our education and other civil service costs keep climbing so high. We used to send these kids to the principal's office, and taxpayers are now paying for the Justice Department to pay for studies to find out it is cheaper to send these kids to the principal's office.
