Jail Administrator consider funding for jail

The Crawford County Quorum Court Budget Committee was responsive Monday to a plan that would allow the detention center to house more inmates outside the county, although no official action was taken.

Jail Administrator Capt. Jeff Marvin said the key to the plan is making sure the jail gets the $28 per inmate per day reimbursement for sending state inmates to other county or city facilities. That money is currently deposited into the county general fund.

Sheriff Ron Brown said as of Monday, there were 108 inmates in the jail who were either convicted of felony charges or awaiting trial on one or more felonies. In addition, he said Crawford County housed 32 convicted felons at the Sheridan City Jail, with another 53 on release bond.

Release bond allows a person to remain free and call in each night to see if a spot has opened for them to start serving a sentence in the Arkansas Department of Correction. Of all the inmates who get a release bond, Brown estimated 35 to 40 percent "are committing new crimes," a statement backed up by Marvin. "We'll get them out on a release bond and two weeks later we'll see them in jail again," Marvin said.

Marvin said the Sheridan jail and other facilities charge a few dollars more than the $28 paid by the state. He said Sheridan refuses to bill the state directly, which means Crawford County has to pay Sheridan and then submit reimbursement requests to the state. If the $28 a day was returned to the jail, it could more easily cover the additional $2 to $7 a day charged by other facilities, said Marvin.

Marvin said the extra income would allow the jail to ship more prisoners to other facilities and house some misdemeanor offenders in Crawford County.
