Early Release Programs Causing Conflict |

VINELAND — As a father, Nelson T. Albano fought to change the law, demanding dangerous offenders -- specifically repeat drunken drivers -- go to jail. Now, as a state assemblyman, he's launched a battle to make sure those offenders do their time behind bars. Albano, D-Cape May, is focused on changing a state Department of Corrections program that allows some inmates to leave prison and enter a residential community release program before they're eligible for parole. Inmates can apply if they have a good behavioral record, positive psychological evaluations, and no more than 24 months remaining before their parole eligibility or maximum sentence date. Albano said he wasn't aware the program existed until three weeks ago. That's when he was notified that Carlos Rosado -- the man sentenced in August 2002 for killing Albano's 19-year-old son, Michael, in a drunken-driving crash in Vineland -- was being considered for transfer from prison to a community release site.
