When Maricopa County senior adult-probation officer Gloria Washington began her career in 1979, the department was just a few years old, with about 60 officers who each had dozens of clients. The county has ballooned since then, and the role of probation officers has changed to reflect that growth. Washington, 58, retires today, leaving behind a changed criminal-justice culture: probation officers can't afford as much close contact with clients or judges anymore, because they are bombarded with cases. During a three-year stint as a Phoenix police officer in the mid-1970s, she was a rarity in the field as a Black woman. She and a group of Black police officers created the Arizona Black Law Enforcement Employees, a support network that still exists today. Read More. |
