California’s prison system is so rife with problems, it’s difficult to know where to begin a discussion of how to resolve those issues, several of which are tied directly to the prison guards and their powerful union. There is, for example, the problem of millions of tax dollars being wasted on inmates who are, for one reason or another, physically incapacitated. Last fall, a few months before leaving office, Gov. Arnold Schwarzenegger signed a medical parole law, which grants inmates a compassionate release when their illnesses render them incapacitated, mostly prisoners in comas or paraplegic. That law was signed in September, but so far, not a single inmate has been released under the grant program, and only this week have any interviews been scheduled to discuss the possibility for dozens of incapacitated inmates to be released, and this step was taken by the federal receiver appointed to oversee state prison operations. Although there are only an estimated 25 inmates deemed permanently medically incapacitated, the costs to taxpayers for continuing to house them in prison are enormous.
