They are smuggled in by corrupt prison guards, sent through the mail disguised as packages, tossed over fences, left in secret drop spots, or even hidden in inmates' body cavities. A total of 791 cell phones were found in Texas state prisons last year, including 221 at the maximum security Stiles unit in Beaumont where inmate David Puckett staged his brazen breakout last week. Authorities say Puckett escaped with the help of a Nebraska woman he called hundreds of times on a contraband cell phone while he was in prison. "Any way that you can imagine that it will be smuggled they'll do it," said John Moriarty, inspector general for the Texas Department of Criminal Justice. "I've got an X-ray of an inmate with one in his body cavity, and not only that, but with a charger." A couple years ago, Moriarty said, corrections officers at the Stiles unit seized a shipment of almost 80 phones in a box that came in the mail, labeled as an air compressor. "You've got to look at it like they'll go to whatever extremes necessary to get the phones, and the phone is very valuable," Moriarty said. "It's kind of like working on the border. Honest to God they just keep coming. They just keep trying and trying and trying. They've got nothing but time to try to beat you." In the aftermath of Puckett's escape, state Senator John Whitmire, D-Houston, renewed calls for prison officials to crack down on contraband at TDCJ's 112 units. "I'm very disturbed that the prison system has not accomplished their stated goal of zero tolerance for contraband cell phones and other items," Whitmire said. Read More. |
