Kasich: Prison changes needed

Local officials and business leaders celebrated the proposed reopening of the Marion Juvenile Correctional Facility at a news conference Monday held by Gov. John Kasich and the Ohio Department of Rehabilitation and Correction.

More than 50 people came to hear the governor and other officials speak about how the sale and privatization of the prison along with the neighboring adult facility at North Central Correctional Institution will bring jobs to the area and revenue to local government.

A blended public and private system is a change that has received mixed reactions, which Kasich said can be labeled as two types.

Either people can decide to be part of the change and take on leadership in the new system.

Or not.

"There's others that say I'm going to take care of me; it's going to be all about me," he said.

The press conference follows the state budget proposal to sell five Ohio prisons to a private operator, balancing the ODRC budget for 2012 and saving a further 5 percent in costs in operations as required by Ohio law.

The other three prisons included in the proposal are Grafton Correctional Institution, North Coast Correctional Treatment Facility, also in Grafton, and Lake Erie Correctional Institution in Conneaut. The latter two are already privately managed. All three are in northeast Ohio. Cost savings

Stabilizing the corrections budget, which is facing a $292 million deficit, is part of the plan to retain Ohio's population and bring business to the state, Kasich said.

Ohio has to provide incentives to businesses to stay and drive down costs of working here to decrease poverty and unemployment, he said.

The instigation of a public and private corrections system is the first of many reforms to come. By taking best practices from both systems, Kasich said the rising population and rising costs will be addressed.

The level of violence in the prisons is unacceptable as are recidivism rates, which Kasich said he hopes to change by reorganizing the system and implementing sentencing reforms making their way through the legislature.

The goals are to lower violence, lower recidivism and save taxpayers money, he said.

"The questions should be why have they never done this before? This place has been mismanaged," Kasich said.

"Today is a day when we announce good news for the community," he said.
