TPC Steering Committee moves forward with re-entry program recommendations

Cheyenne – The Transition from Prison to Communities (TPC) Steering Committee considered and approved a variety of recommendations Friday, March 11, during its quarterly meeting.

The committee considered a total of five recommendations from two of the five TPC work groups this meeting.

The recommendations included:
  • Taking steps to enhance employability skills for offenders through increased vocational training and continued education.
  • Beginning development and streamlining of processes to ensure special offender populations are receiving the program support required for re-entry such as substance abuse treatment
  • Increasing coordination of ensuring sex offenders are receiving community treatment that, when possible, meets nationally recognized Standards.
  • Improve and streamline the process for identifying offenders who suffer from traumatic brain injury versus developmental disability in order to improve the successful return to the community.
  • Finalizing the adoption of practices identified by the Urban Institutes research in 13 Parole Supervision Strategies to Enhance Reentry Outcomes, which are a summary of accepted evidence-based practices.

All five policies and processes were adopted by the steering committee because of the positive impact they will have on offenders’ successful re-entry after incarceration. The five TPC workgroups meet monthly to brainstorm, discuss and develop possible issues or opportunities that exist to continually improve re-entry programs and resources for offenders.

“Wyoming has an excellent team that is focused on moving forward with examining each aspect of re-entry to determine what can be improved,” Richard Stroker, with the Center for Effective Public Policy and advisor to the Wyoming Department of Corrections, said. “They are having a positive impact on the availability of assets that are used for re-entry.”

The TPC initiative is an effort sponsored by the National Institute of Corrections, Center for Effective Public Policy and the Urban Institute. The initiative in Wyoming is designed to enhance public safety, reduce re-offense and increase offender success through evidence-based best practices.

The vision of the project is to help offenders transition from prison to successful lives as law-abiding citizens through identified best practices. The steering committee and workgroups are composed of members of the Wyoming Parole Board, as well as parole and probation, the prison division and the central services office of the Wyoming Department of Corrections.
