Two escape from Jail |

A nationwide alert has been issued for two inmates who escaped from the Monroe County Jail yesterday evening. According to Sheriff’s Office spokesperson Cpl. John Helfer, law enforcement personnel are searching for Eddie R. Palmer, 35, and Joseph Lee Mitchell, 34, both from the Rochester region. Both men have relatives in other areas of the country. Palmer is 5-feet-10-inches tall and 230 pounds; Mitchell is 6-feet, 200 pounds. Authorities don’t know what direction the inmates may have headed or whether they stayed in Rochester. Both local and out-of-state sightings of the men have been reported. According to jail records, the two men have been incarcerated in Monroe County for more than two months. Palmer has been at the jail since June 2010 and is facing a charge of fourth-degree criminal possession of stolen property, a felony, out of Rochester. Mitchell has been at the jail since January on a federal charge of distributing narcotics, according to court records. Authorities don’t know what direction the inmates may have headed or whether they stayed in Rochester. Both local and out-of-state sightings of the men have been reported. At a noon news conference, sheriff’s Maj. Steve Koster said that the inmates, who were not cuffed, cut a bar on the inside of a window in the second-floor cell they shared in the jail, which is near Plymouth Avenue in the Public Safety complex. It’s believed the inmates then broke the window, slid out and hung from the window sill before dropping 10-15 feet to the ground. “This is a very, very rare event,” Koster said. He said attempted jailbreaks are not uncommon. Koster wasn’t sure how the bar was cut. He did say authorities believe the breakout occurred about 8:10 p.m. Thursday. There was no evidence that either man was injured in the jailbreak. He said deputies, state troopers and Rochester police officers were searching outside the jail and downtown for the men within 10 minutes of the jailbreak.
