Inmate gets six years for phone-smuggling

Shaun Michael West acknowledged Thursday the consequences of smuggling a cell phone and charger into the Delaware County jail through a broken cell window were "more serious than I thought it was going to be."

The 19-year-old Economy man -- who has four felony convictions after pleading guilty to trafficking with an inmate -- was sentenced to six years in prison Thursday by Delaware Circuit Court 3 Judge Linda Ralu Wolf.

Authorities said West and cellmate Spencer Robert Norvell, 23, last August were able to break a sizable hole in their cell window and then persuaded Norvell's girlfriend, standing outside the jail, to send them the cell phone and charger. The devices were lifted into the cell using a string and shampoo bottle fashioned like a fishing rod.

A jury in February found Norvell guilty of a trafficking charge, and he later received a maximum eight-year sentence from Wolf.

At Thursday's sentencing hearing, West's tearful mother told Wolf, "I really am begging you not to give him the (maximum sentence)."

She acknowledged her son -- who since 2008 has also been convicted of battery with a deadly weapon and two counts of burglary -- "has done a lot of bad things" but suggested long-term incarceration would do him more harm than good.

West said he wanted "to say I'm sorry, to my family and the people at the jail."

Deputy Prosecutor Joe Orick recommended an eight-year sentence, calling West a "jailhouse thug" who has compiled 25 misconduct violations while in jail.

"By having a cell phone in the maximum security section of the jail, you are clearly putting corrections officers at risk," Orick said.
