Prison smuggling case

LEBANON — A former state corrections officer was placed on probation Monday for trafficking in drugs found in May 2010 in a car in a Springboro parking lot along with a note indicating drugs were being smuggled to inmates at the Warren Correctional Institution.

Warren County Common Pleas Court Judge Robert Peeler ordered Herbert J. Cook Jr., 62, of Dayton to pay $125 in restitution and restricted his driving privileges for six months.

The sentencing wrapped up a case begun in May 2010 when Cook and Annika Skinnner, 36, of Clearcreek Twp., were found in a Cook’s white 1995 Lincoln Continental in a parking lot on Ohio 73 with more than 100 pills and a note suggesting plans to smuggle drugs into the prison outside Lebanon where they both worked as officers.

Police said they found Cook and Skinner engaged in sexual conduct in the car with pills, baggies and a note indicating “inmates were being given illegal drugs.” Skinner said Cook was wishing her a Happy Mother’s Day.

Authorities said they determined the note discovered in the car actually involved tobacco products, rather than drugs, and they lacked evidence to charge anyone with attempting to smuggle drugs into the prison.

Cook and Skinner both resigned in July, ending internal investigations. They were indicted in September.

In November, Peeler granted Skinner treatment in lieu of conviction on nine counts of deception to obtain drugs, fifth degree felonies, and a single count of possession of drugs, a misdemeanor. She was accused of deceiving doctors to obtaining prescription drugs and possessing drugs obtained by Cook.

In February, Cook pleaded no contest to trafficking in drugs, a fifth degree felony on Feb. 24, after prosecutors opposed his motion for treatment in lieu of conviction.
