Five in the running to become next Jackson County Sheriff

On the day Jackson County Sheriff Dan Heyns stepped down to prepare for a role leading state’s Department of Corrections, five candidates stepped up to compete for the job he is leaving.

Those vying for the position include county Sheriff’s Capt. Steve Rand; Columbia Township Police Chief and county Commissioner David Elwell; Waterloo Township police officer Michael Lazaroff; local Realtor Doug Beiswanger; and Hanover Township Assistant Fire Chief Larry Bradley.

The deadline to apply closed at noon Friday.

Heyns, who ended his 32-year career with the sheriff’s office on Friday, will begin work June 1 as the new director of the Department of Corrections. County officials are looking to name a new sheriff soon and a hiring committee — which includes Probate Judge Diane Rappleye, county Clerk Amanda Riska and Prosecutor Hank Zavislak — is expected to conduct interviews Wednesday. The committee could make a decision as early as next week. The position pays $87,234 annually.

Undersheriff Tom Finco will serve as interim sheriff until an individual is hired.

Heyns endorsed Rand for the job Monday, but that does not guarantee him the spot, Riska earlier said. Rand started his career with the sheriff’s office in 1993.

Bradley, the only candidate who does not have law enforcement training, announced in September that he planned to run for sheriff in 2012 out of frustration with a sheriff’s office impoundment procedure that he called unfair.

The sheriff’s office in 2010 awarded bids for service to Jimmie’s Towing and Phelps Towing to handle most impoundments.

“I would like to get in there and change it, so it’s equal for all the wrecker companies,” said Bradley, 62, who owns Larry’s Garage in Hanover Township and has worked for the township’s fire department for 36 years.

Lazaroff, who spent 25 years at the county sheriff’s office as a road patrol deputy, corrections officer, narcotics investigator and sergeant, said his “heart and soul” is with the office.

“I feel this is a great opportunity for me to serve the citizens of Jackson County as I’ve done for the last 36 years,” said Lazaroff, 57, who retired from the sheriff’s office in 2000 and later began working for the Waterloo Township Police Department.
