Brian Elwood New Warden At the Monmouth County Jail

FREEHOLD — Monmouth County Sheriff Shaun Golden announced this week that Brian Elwood has been named the new warden of the county jail. The former deputy warden was sworn in Monday.

Elwood, 52, of Waretown, Ocean County, will earn an annually salary of $138,000. He replaces William Fraser, who retired last Friday at a salary of $148,328 after nearly six years on the job, county officials said.

“Warden Fraser is a nationally respected authority in the field of corrections and it was an honor to have him serve as warden,” Sheriff Shaun Golden said in a statement. “I’m confident that warden Elwood is equally committed to excellence and will continue to ensure that MCCI (Monmouth County Correctional Institution) remains one of the top correctional facilities in the country.”

Fraser had a 34-year career in corrections, spent mostly in New York City, where he rose through the ranks before being named the city's commissioner of corrections. He came to Monmouth County in 2005.

Elwood became a correction officer here in 1987. Golden said Elwood has distinguished himself as a proven leader throughout his career. He was instrumental in the change from a linear to a direct supervision management jail, and he served as CERT (Corrections Emergency Response Team) commander at the facility. He also has led the accreditation team in obtaining and maintaining national accreditation from the American Correctional Association for the 1,328-bed facility, and managed relations with the federal Immigration and Customs Enforcement and the U.S. Marshal's Office.

In addition, Elwood implemented and supervised the gang intelligence unit in and outside of the correctional institution.

“I look forward to the challenges of running this outstanding institution,” Elwood said. “We shall continue to operate a safe and secure facility for inmates and correctional staff while providing a significant source of revenue to the county.”
