WDOC selects Employees of the Year

Cheyenne – Wyoming Department of Corrections Director Robert Lampert has announced the Wyoming Department of Corrections uniform and non-uniform Employees of the Year.

Courtney Herceg, an Interstate Compact Specialist at the central office in Cheyenne, has been selected as the non-uniform Employee of the Year and Corporal Chad Hilborn from the Wyoming Medium Correctional Facility (WMCI) in Torrington has been selected as the Officer of the Year.

“We are fortunate to have excellent staff throughout the Wyoming Department of Corrections. It makes for tough decisions when we have to choose but a few to recognize,” Director Lampert said. “But I am happy to be able to recognize these individuals and especially Courtney and Chad for the excellent work they have done for the last year and over their entire time with the department.”

“Our employees are effectively managing offenders and community risk, while giving each offender access to the opportunities necessary to become effective, law-abiding citizens upon their transition back into our communities,” he said. “The challenges faced by correctional staff members are tremendous, yet these dedicated professionals continue to make a difference in the lives of others.”

Herceg started with the Department of Corrections in 2004 as an Interstate Compact Specialist. She is an integral member to the Interstate Compact Unit, as well as the WDOC team overall.

Her recommendation for recognition states her quality of work is exceptional and she is conscientious in assisting the public, field staff, institutional staff, offender and compact staff in other states. Herceg is a valuable resource because of her knowledge and experience in Interstate Compact for the field services staff and her unit co-workers.

Herceg has continued to improve her education and is currently attending the University of Phoenix to receive her Bachelor of Science degree in Human Services/Management. She is also an active member in the community by volunteering her time to the Children's Society, Comea Shelter, and Needs Inc., and encourages central office staff to participate and donate to community programs as well.

Chad Hilborn has been at WMCI since September 2009 and attended the inaugural correctional officers training academy in Guernsey as preparations for the opening of WMCI were taking place.

It was stated in his recommendation for recognition that Hilborn has shown a maturity that goes beyond his years. Hilborn is always willing and able to assist anyone in the institution and whenever a duty is assigned to him it is completed promptly and efficiently.

Regardless of what obstacles he may face, he faces them with a positive attitude. Hilborn has gone out of his way to lead by example. He always uses his very effective communication skills to deescalate problems and he puts both staff and inmates at ease.

Hilborn studied criminal justice for 2 years in Michigan. He is one of Natural Response Control Tactics (NRCT) Trainers, he is a member of the Special Operations Response Team (SORT), he serves on the Employee Assistance Program (EAP) Committee and has recently joined the Employee Retention Committee. He also hopes to develop an employee mentoring program for new staff.

Herceg and Hilborn were chosen from 13 employees who were selected as uniform or non-unform employees of the year for their respective facility or regional office.

  • Officer Duane Heyrman, Wyoming Honor Farm, Riverton
  • Officer John Richmond, Wyoming Honor Conservation Camp, Newcastle
  • Steve Roseno, Wyoming Honor Farm, Riverton
  • Jeri Smith, Field Services, Southern Region
  • Officer Jim Smith, Wyoming State Penitentiary, Rawlins
  • Heather Walock, Field Services, Northern Region
  • Brian Williams, Wyoming Women’s Center, Lusk

All 13 employees were recognized for their accomplishments and excellence at a recognition luncheon on May 4 at the Wyoming Department of Corrections central office in Cheyenne.

Governor Matt Mead joined the exemplary employees and their guests for luncheon and was the guest speaker. Gov. Mead also signed a proclamation during the luncheon designating the week of May 2-6 as Wyoming Correctional Professionals’ Week.

“I appreciate the men and women in law enforcement who keep our families safe,” Governor Mead said. “Those of you working in Wyoming’s correctional facilities are a big part of this effort and I am glad to help recognize the best of the best.”
