Bracing for shutdown: Counties prepare for the unknown |

If a state government shutdown temporarily lays off thousands of state employees, Ramsey County worries about whether social workers will still be able to make house calls to disabled adults and kids. Their services are, after all, funded by a complicated mix of state and federal dollars administered by the county. In a similar vein, the county questions whether it will have to absorb all the State Patrol 911 calls on state roads. Or whether construction will halt on the Minnesota 36/Rice Street project or the St. Paul Union Depot. Even the county's Web services are hosted by the state, as are a number of databases. Across Minnesota, county leaders are girding for the possibility of a state government shutdown. Dakota County officials plan to gather next week to go through scenarios. Washington County is reviewing its cash flow. Their biggest obstacle: not knowing what will be shut down. "There are all sorts of possibilities, but the most difficult part is we don't know if there will be a shutdown so we don't know what services and funding will be affected," said Don Ilse, manager of human services for Anoka County.
