Killer takes corrections department to court |

Mass murder Julian Knight has accused Corrections Victoria of stalling his possible release from jail by failing to move him through the prison system. Knight, 43, has been held in maximum security at Port Phillip prison since 1989, serving a 27-year minimum sentence. He shot seven people and wounded 19 others in the Hoddle Street massacre in Clifton Hill. He is considered as a vexatious litigant and has to apply to the Victorian Supreme Court to seek leave to have a hearing over his classification and security placement in prison. Representing himself, Knight told Justice Karin Emerton the authorities are failing to conduct proper annual reviews of his placement in prison. "In 22 years I have moved not one inch" he said. He argued that most prisoners progress through the prison system from maximum to medium and then low security. Knight accused the authorities of stonewalling to reduce his chance of parole when he becomes eligible in 2 years and 10 months time. Read More. |
