Halfway house contract questioned |

TRENTON — Attorney General Paula Dow has been asked by the state Department of Corrections to examine whether the company that provides half of New Jersey’s halfway house space is legally eligible to hold the contract. Corrections Commissioner Gary Lanigan said he made the request at the recommendation of the Office of the State Comptroller, which issued an audit Wednesday critical of the state’s oversight of halfway houses. In an accompanying letter, that office suggested the state review the relationship between Community Education Centers and its nonprofit affiliate, Education and Health Centers of America. State law doesn’t allow private, for-profit vendors to operate halfway houses. EHCA holds the state contracts, but the sites are managed by CEC. The nonprofit passes along all but $2 of the per diem rates received from the state to the for-profit CEC, equal to $390 million of the $400 million the state has paid EHCA over the last 15 years. CEC’s top executives include William Palatucci, a member of the Republican National Committee from New Jersey and one of Gov. Chris Christie’s closest friends. Read More. |
