Union rep: Oakdale understaffed

OAKDALE -- Union representatives on Tuesday accused Gov. Terry Branstad and Department of Corrections Director John Baldwin of allowing staffing levels at Iowa's prisons to become dangerously understaffed.

Speaking outside of the Iowa Medical and Classification Center, American Federation of State, County and Municipal Employees, Iowa Council 61 President Danny Homan said the alleged unsafe staffing levels reached a climax at IMCC during the weekend.

Homan said that during one of the day shifts, no circulator was on duty, and the duty officer denied a request to provide more officers on an overtime basis. Circulators, Homan said, are in place to respond to emergencies such as fights or medical problems.

"There was no one who could have responded to this," Homan said.

Homan attributed the staffing level issues to IMCC giving $1.7 million in funding back to the Department of Corrections to help other institutions. Nearly $300,000 of those funds was kept by the Department of Corrections' Central office, which is made of administrative and secretarial staff, Homan said.
