Editor’s note: This is the first in a series of stories looking at state funding cuts and the effect on local law enforcement.

An organized, detail-oriented individual, Capt. Edward Potter has a reputation among his peers for running a tight operation at the Cullman County Detention Center.

Whether it be funding for food, clothing, manpower, etc., Potter, who has served as the detention center’s warden since 2007, tries to have a plan in place for every scenario.

But with the jail’s population creeping toward capacity, and the possibility of the facility reaching that point in the near future growing stronger, even a seasoned warden like Potter may not be able to completely solve the problems that could be looming.

Because of a case backlog in the Cullman County court system created by the April 27 tornado outbreak and financial cuts in the state judicial system, there has been a significant spike in the detention center’s population in recent months.

As of Friday afternoon, there were 297 inmates being housed in the detention center — one of the highest populations Potter has seen during his tenure as warden.

“There could be a ripple effect,” Potter said. “With people staying here longer, we’re going to have higher costs with food, doctor bills, dentist bills, etc.

“And then you have to have somewhere to put them.”

The Cullman County Detention Center, which was opened in 2004, is capable of housing up to 375 inmates, according to Potter. The facility was built with 236 total beds, but additional bunks have since been added to help with the overflow.
