Justice Center cleaning in prep for opening

The Houston County Board approved a bid for a one-time "post construction" deep cleaning at the new justice center on Tuesday, Aug. 16.

Representatives from 360 Clean of La Crosse joined Jail Administrator Mark Schiltz at the meeting. Schiltz said that the company had presented the lowest offer at $14,209, which included general cleaning, interior and exterior windows, and waxing.

Five walkthroughs and three responses were received, Schiltz said, and the highest bid was "four or five times" higher than the lowest.

Personnel issues dominated the rest of the meeting.

Human Services staff changes Commissioners voted to change the employment status of Peer Counselor Supervisor Jessie Melde from probationary to regular, effective Aug. 18.

Melde's hours may be affected by major cuts in the Statewide Health Improvement Program (SHIP), which pays for the majority of her duties, Health and Human Services Director Deb Rock said.

SHIP could see its budget slashed by two thirds, she noted.

Also approved was a proposal to initiate a search for a full-time receptionist/case aid worker for the Human Services Department. A 67-day temporary employee is currently filling that position, Personnel Director Tess Kruger said.

The position has not been permanently filled for an extended period, with temporary help and various staff members shuffled to the front desk, Rock added.

The job will qualify for about 50 percent in state reimbursement, she said, since 90 percent of income maintenance work and 10 percent of social service duties qualify for state funding.

Financial Worker Karen Kohlmeyer said that Houston County Human Services currently has about as many employees as they did in 2008, while its caseload has grown by approximately 200 people.

Maintenance positions decided

The board also voted to initiate hiring searches for two full-time facilities/maintenance positions.

The first will be for a replacement assistant custodian, a job which is currently being filled by a temporary employee.
