Don Ilse is the third Anoka County employee to win the prestigious Jack Young Award for Excellence in Community Corrections. Ilse, formerly field service department director in the Anoka County Corrections Department and now division manager for human services, was presented with the award at the annual conference of the Minnesota Association of Community Corrections Act Counties last month. He follows in the footsteps of Anoka County Administrator Jerry Soma, formerly human services division manager and before that head of county corrections, who was the recipient in 2003, and Dick Fritzke, another former Anoka County human services division manager and corrections department director, who was one of the first winners of the award. The Jack Young Award was established by the association in 1989 and is presented to individuals “who have furthered the mission of community corrections having made outstanding contributions to the development of and improvement of community corrections in Minnesota. It may be given for a single effort or long-term contributions. “It’s quite an honor,” Soma said. The award is named after Jack Young, who had a long career in corrections in Minnesota, serving as both the director of the Minnesota Department of Corrections Department and the Ramsey County Corrections Department during his career, according to Soma. It is an award that is not given every year which makes the recognition even more significant, Soma said. Ilse has always shown outstanding leadership in his career with Anoka County and still does, he said. His work with county corrections included a stint running the East Central Regional Juvenile Center in Lino Lakes, which was created through a joint powers agreement with several counties (originally 10, now eight) to accommodate juvenile offenders from all those counties, not just Anoka County. “Don was the best person we ever had out there,” Soma said. Anoka County Board Chairperson Rhonda Sivarajah, who also chairs the county’s Human Services Committee, praised Ilse’s contribution to the county and community corrections statewide. “This award exemplifies Don’s leadership,” Sivarajah said.
