Just about anytime there is a story on MLive about someone being sentenced to prison, it takes very little time for a self-styled humorist to come up with the oh-so-clever reference to prison sexual abuse. Usually they are of the tenor that was displayed earlier this month by a commenter who crafted this witty retort: “Looks like the lifers get a reward shortly. Here's your new cell mate, Ben Dover." Ah yes, take a moment to wipe away the laugh-induced tears. But is it a foregone conclusion that going to prison means a violent sexual encounter with a fellow inmate? A national survey of inmates that included four prisons in Michigan -- those in Gratiot, Ionia and Muskegon counties -- found the prisoners self-reported rates of inmate-on-inmate sexual assault between 2.2 and 4.8 percent. In jails, the rates are generally lower with no assaults reported in Barry County, 2.5 percent in Saginaw County, 2.4 percent in Jackson County, and about 2 percent in Kent and Muskegon counties. The survey was done as part of the Prison Rape Elimination Act signed into federal law in 2003. The U.S. Department of Justice was given the task of reducing and eliminating prison rape. "Rape is never a part of a prison penalty," said Chris Daley, deputy executive director of Los Angeles-based Just Detention International. Just Detention is a human rights advocate and watchdog group that specializes in prison rape, which it defines as torture and an inhuman violation of American principals. Read More. |
