Keeping nonviolent offenders out of Vermont jails-- it's been a priority of the governor since he took office. Now the Commissioner of Corrections is joining the crusade. The state has about 400 pre-trial inmates behind bars, just shy of the all-time high. Vt. Corrections Commissioner Andy Pallito says nonviolent offenders make up about 40 percent of the state's prison population, and he thinks Vermont would be better served by putting those criminals to work picking up trash, mowing lawns and caring for rest areas. He's says nonviolent offenders would still be held accountable for their actions and program like these not only costs less, but lower recidivism rates, too. Read More. |
