State drops effort to execute Mexican national |

The state of Arkansas agreed last Thursday to drop its effort to execute a Mexican national convicted of killing a teenager and her young son. In return, Raphael Camargo agreed to drop his appeals. Camargo was one of 52 Mexican inmates in American jails that the World Court said had not been given proper legal assistance via their government. That issue was not covered Thursday in a hearing at Fort Smith federal court. The hearing centered on whether Camargo was mentally retarded. In an agreement filed with the court, the state agreed with Camargo's lawyers that Camargo was impaired and said they would not seek to execute him. After the decision, Camargo decided against appealing his 1995 conviction and death sentence. |
