Officers Hit With Smuggling Charges

Five current New York Police Department officers were among 12 people accused by federal authorities Tuesday of accepting cash to smuggle guns, slot machines and cigarettes into New York.

The arrests Tuesday stemmed from a nearly two-year federal sting operation that first targeted just one Brooklyn officer who agreed to sell illegal cigarettes provided by an FBI informant, federal authorities said.

The officer, William Masso, later recruited 11 others into the scheme—including other NYPD officers, two retired officers, a former sanitation department police officer and a New Jersey Department of Corrections officer, authorities said.

The case represents another blow for a police department wracked by allegations of impropriety in recent months. Officers have been accused of "fixing" traffic tickets, rape, false arrest and planting drugs in several headline-grabbing cases in recent months.

Tuesday's case actually stemmed from an FBI investigation into ticket-fixing and alleged misconduct by Mr. Masso, an 18-year veteran working out of Brooklyn's 68th Precinct, according to a criminal complaint filed in federal court in Manhattan.

Mr. Masso was approached by a confidential informant about ticket-fixing and the officer soon "expressed an interest working" with the informant to "obtain and sell certain types of contraband merchandise, including cigarettes," the complaint said.
