Henrietta, N.Y. - Each year the New York State Department of Corrections and Community Supervision conducts "Operation Halloween." Parole officers visit homes of registered sex offenders to make sure they are following rules pertaining to Halloween. "They cannot give out candy, they cannot come to the door, they cannot decorate their house for Halloween and they cannot wear costumes," said Dan Scalzo, Senior Parole Officer in Rochester. Reports from 2009 and 2010 show that local sex offenders rarely commit new crimes on Halloween. A 2009 report, by Rochester's parole office showed just one arrest. The same was true for 2010.
