How some American sexual predators spent Halloween

Several U.S. states have special restrictions on parolees and sexual offenders to protect children going door-to-door on Halloween. In California, these restrictions include rounding up parolees who are homeless or transient.

Parole officers and police had a busy Halloween night, doing extra checks on registered sex offenders to make sure they were complying with special conditions imposed upon them for the Halloween period when children were out trick-or-treating.

In California, the Department of Corrections and Rehabilitation (CDCR) implemented "Operation Boo". Begun in 1994, parolees and registered sexual predators were subjected to a curfew. They had to be in their homes between 5 p.m on Halloween until 5.a.m. November 1.

Those subject to these restrictions were prohibited from having any external lights around their homes on, to give the impression that no one was home. There was also a condition that the home could not have any Halloween decorations.

Any parolee or registered sex offender who gave candy to a child was in breach of a condition. And parolees were not allowed to open their doors to anyone while the curfew was in place except to parole or other law enforcement officers.

But not all registered sexual offenders have homes. Some are transient while others are homeless and living on the streets According to the CDCR, special centers were set up in most parole districts. Homeless parolees were instructed to report to one of these centers where they would be supervised by law enforcement officials until the curfew came to an end. Additional law enforcement officers were sent out to areas transients were known to frequent to find those who did not report to a center. Provided the no-shows were in compliance with the term that they were to wear GPS devices, they were easy to find.
