County eyes funds for jail expansion

Monterey County has come one step closer to a possible $88 million jail expansion, just as already chronic overcrowding threatens to worsen under state prisoner realignment.

Last week, jail officials learned they have been approved to submit plans for expanding the jail's Natividad Road site, bringing them closer to securing $80 million from the state under legislation known as AB 900.

Monterey is ranked third on the priority list out of the state's five medium-sized counties that are in the running.

"We're right behind Stanislaus and Tulare counties for medium-sized jails," Monterey County Corrections Chief Jeff Budd said.

This time, the county may have a good chance of securing the funds.

In 2007, plans to expand the jail and build a state-of-the-art prisoner re-entry center with AB 900 funds were stymied after Salinas residents complained. County supervisors worried the 20 percent match required at the time was untenable.

After a number of counties complained the match was too high, the state lowered the required percentage for this second round of funding.

The county now would have to provide a 10 percent match β€” $8 million β€” which can include in-kind contributions. Smaller jails only require a 5 percent match, although even that amount appears to be daunting for some cash-strapped counties β€” a factor that may help Monterey County's chances, Budd said.

The state has allocated nearly $603 million for county jail construction and expansion under AB 900.
