An independent review of the Sioux Falls Penitentiary following a series of incidents involving inmates has determined that the prison is staffed at an appropriate level. The issue was brought to the forefront after the death of Corrections Officer Ronald “R.J.” Johnson in April, for which three inmate were charged. Another incident occurred when James McVay walked away from the prison’s minimum security Unit C in July and was later charged in the death of Maybelle Schein. After Johnson’s death, several corrections officers were added to the prison work force among various other changes including an increased focus on staff safety training. State Sen. Craig Tieszen, R-Rapid City, chairman of the state Corrections Commission, said officials have adequately addressed Johnson’s murder and McVay’s escape. “I am satisfied with the DOC response to both incidents,” Tieszen said after the commission’s meeting Thursday at the penitentiary. “They were introspective, willing to bring in outside eyes and willing to listen to recommendations.” South Dakota corrections officials still hope to bring the Department of Justice National Institute of Corrections back to the state next year to teach about 20 South Dakota Department of Corrections personnel how to evaluate prison staffing. It will bring a valuable set of prison management skills to the state, said Warden Doug Weber and Department of Corrections Secretary Denny Kaemingk. Staffing is always a fluid issue, depending on whether the prison is locked down or operating normally, Weber told the commission Thursday. “There is no smoking gun,” Weber said. “But with the complex nature of corrections, it can’t hurt to have national experts in.” “click here for more information” . |
