Inmate charged with violation of New electronic contraband law |

WEST UNION, Iowa --- On Monday, the Fayette County Sheriff's Office arrested Andrew Joseph Phillips, 18, of Tripoli, for failure to comply with sex offender registry. Deputies discovered that Phillips had moved to Arlington about two weeks ago and took up a residence next door to a day care and pre-school. Phillips is also facing charges out of Bremer County. Also Monday, deputies charged Fayette County Jail inmate Joshua Freedom Smith, 32, with violation of Iowa's new electronic contraband law where it is a Class D Felony to knowingly possess electronic contraband (cell phone) while confined in a facility (county jail). Fayette County Sheriff's Office Detention Officers found Smith to be in possession of a cell phone in his cell.
